Who is responsible?

  • The professional using the AI?
  • The Trust employing the professional using the AI?
  • The developer of the AI?
  • The regulator or Accredited Register who registers the professional?

The deployment of artificial intelligence (AI) in health and social care settings raises specific professional, ethical, and legal questions for users.

“Will we soon be in a time where aspects of AI use are so ubiquitous that we expect and understand that they are in use somewhere through the process?ˮ

“The risk will differ for different AI.ˮ

In February 2026, the PSA commissioned a workshop to explore key issues around how to guide health and social care professionals who use/will use AI. The workshop brought together regulators, Accredited Registers (ARs), service users, service user representatives, and members of the public to discuss the opportunities and challenges of using AI. Through deliberative group discussions, and with the aid of a series of real-world scenario, participants explored various themes including AI safety, bias, transparency and accountability.

This publication is the report of that workshop.
