Publication of independent reports on NMC’s handling of selected fitness to practise cases and related whistleblowing disclosures

30 Sep 2025

After considerable delays since they were first commissioned in late 2023, it is good to see that the two independent reports into the work of the NMC have now been published.

  1. Independent review of the NMC’s regulatory handling of fitness to practise cases raised by a whistleblower, by NMC colleagues and in the media by Victoria Butler-Cole KC and David Hopkins, 39 Essex Chambers
  2. Report into Nursing and Midwifery Council’s handling of concerns raised by a whistleblower and treatment of the whistleblower by Lucy McLynn, Partner, Bates Wells

These reports are important for the PSA’s assessment of the NMC’s performance. They also represent a key source of information for the Independent Oversight Group, established in September 2024 and chaired by the PSA, to review the effectiveness of the NMC responses to the Independent Culture Review published in July 2024 and to the reports published today.

We will be examining today’s reports in detail and will provide further comments in due course.
