Directors Group

Our day to day work is carried out by a small staff team, led by a Directors Group.

Harry Cayton is our Chief Executive.

Our staff are divided into three teams:

  • Scrutiny and Quality
  • Standards and Policy
  • Governance and Operations

Scrutiny and Quality

Rosalyn Hayles is the Director of Scrutiny and Quality. The Scrutiny and Quality team is responsible for scrutinising the work of the regulatory bodies. They do this through the performance review, reviewing final fitness to practice decisions, auditing the initial stages of the fitness to practise process and consideration of complaints about regulators. Through this work, they identify and share good practice amongst the regulators.

Rosalyn is a qualified solicitor who has worked in both private practice and within the public sector. She was previously Head of Investigations and Hearings at the RPSGB, an Advanced Associate within the Enforcement division of the Financial Services Authority, and until July 2010, Director of Legal and Fitness to Practise at the General Optical Council. Rosalyn also has an MA in Medical Law and Ethics at Kings College London.

Standards and Policy

Christine Braithwaite is the Director of Standards and Policy. The Standards and Policy team is responsible for providing expert advice to the Secretary of State and health ministers in Northern Ireland, Scotland and Wales about the regulation of health professions. Through consulting with the UK government and those in Northern Ireland, Scotland and Wales, they aim to improve national and international policy on health professions regulation. They also take the lead for ensuring the involvement of service users and the public in our work.

Christine Braithwaite was previously Head of Investigations and Enforcement at the Care Quality Commission and headed the Healthcare Commission’s healthcare infection inspection programme. She also worked for the Parliamentary and Health Service Ombudsman.

Governance and Operations

Linda Allan is the Director of Governance and Operations. The Operations team is responsible for managing our financial requirements, ensuring that the necessary policies and procedures are in place to support staff and that we have effective governance structures in place.

Linda Allan previously held appointments as the Deputy Commissioner for Immigration Services and as a Member of the Police Complaints Authority.
